hoax! there is no such chemical that is powerful enough to knock you out just from skin contact. there are chemicals that can burn you but those same chemicals would likely burn whatever currency note is being used as “bait” as well.

even if it WERE possible, the solution would be to grab a glove, rag, or cloth, remove the bill, take it home, wash it with warm water with no soap(dollars are not just paper, and will not fall apart just from water, as long as it’s handled gently), and then enjoy your new $100.
